1. - WHY ARE WE HOLDING PARLIAMENTARY ELECTIONS?
We are holding parliamentary elections in order to elect the people’s representatives: the deputies.
2. - WHAT IS THE MAIN RESPONSIBILITY OF THE DEPUTY?
The main responsibility of the deputy is to look after the best interest of his constituents (the citizens who voted for him/her).
3. - HOW CAN THE DEPUTY LOOK AFTER THE BEST INTEREST OF THE CITIZENS WHO VOTED FOR HIM/HER?
The deputy can look after the best interest of the citizens by supporting all the policies and the measures that the majority of the citizens, who voted for him, demand.
4. - HOW CAN THE DEPUTY IDENTIFY THESE POLICIES AND THESE MEASURES?
The deputy can identify the policies and the measures approved and demanded by the citizens if he agrees with them, prior to election time, on some essential and basic principles of governance that will guide the deputy throughout the four years period of his/her mandate.
5. - HOW CAN SUCH AN AGREEMENT BE ARRIVED AT IN PRACTICAL TERMS?
The deputy and his constituents will spend some six to eight months studying and elaborating jointly a national program for the next four years. At the end of this study period both should reach an agreement regarding the basic strategy that ought to be adopted during the forthcoming four years with regard to the following:
1.-  the social policy that should govern the relations between the Authorities and the citizens and in particular health, education, social services and social justice
2.-  the economic development policy that will guide the Authorities in supporting a balanced development of the different sectors of the country’s economy: agriculture, industry, tourism, trade and services and telecoms.
3.-  the infrastructure building and maintenance policy that will define the country’s four years program with regard to energy, water, roads, transport, environment and our future oil and gas resources.
4.-  the fiscal and financial policy that will be agreed upon by the Authorities and the citizens with regard to the taxes that the citizens will consent to pay during the next four years and the expenditure that the Authorities will assume, as well as the Public Debt Management policy that will be adopted during that period.
5.-    The Diaspora relationship policy that will regulate our relations with the millions of Lebanese citizens residing abroad and ensuring a viable and fruitful cooperation with them

6. WHAT FORM WILL THAT AGREEMENT TAKE?

That agreement between the citizens and their representatives will be, in fact, the LEBANESE NATIONAL DEVELOPMENT PLAN that will inspire the Deputies and guide the Authorities to manage the affairs of the country during the next four years.
 
7. HOW WILL THE DEPUTY IDENTIFY THE DEMANDS OF HIS CONSTITUENTS WITH REGARD TO EACH POLICY, AND FOR EACH SECTOR WITHIN THAT POLICY?

Each policy’s sector will be jointly studied by the Authorities and by the citizens, with a view to determine the best approaches to be taken in the future, in order to arrive at the best results for all parties concerned.

Such an agreement is in fact a contract between the deputy and his constituents that provides the broad lines of action under which the deputy will act in order to best protect the interest of his constituents
